Keyword Research is most definitely the first step of SEO. Don’t make the mistake of skipping this or doing it only half-heartedly. Keyword Research is not only the first step, it get’s you already halfway the job.
It’s good that you break down the keyword research in smaller steps here! That is the way to do it.
